CREST Phase III

Phase 3 represents the full build-out of the CREST Project and is supported by an additional $4.06 million in grant funding. This phase includes expanded stormwater capacity, environmental coordination, and final system enhancements to maximize project performance.
Design revisions and permitting updates were completed to accommodate the full project scope, including coordination with the U.S. Fish and Wildlife Service regarding construction activities near a Caracara nesting site. Following approval of a permit modification, excavation of the previously protected nesting area and buffer zone is now underway to increase stormwater storage capacity.
Construction is being completed by Turnbull Environmental, with substantial completion anticipated by August 31, 2025. A time-extension change order has been approved, extending final project completion to September 30, 2026, to allow for additional excavation and improvements within the Caracara buffer area.
Additional enhancements in Phase 3 include higher-density planting of trees and vegetation, roadway repairs in areas impacted by construction activities, and installation of a temporary pumping system. This pumping system will provide increased flexibility during severe storm events by allowing additional stormwater from Dog Canal to be directed into the CREST facility.
Upon completion, Phase 3 will deliver the final components of the CREST Project, significantly improving regional stormwater management and system resilience.
